Safeguarding Starts Before Induction

Why safe recruitment matters in complex care at home.

Safeguarding is often thought of as something that happens once care begins, during training, supervision or day-to-day practice. But in reality, safeguarding starts much earlier than that.

In complex care delivered in people’s own homes, the foundations of safe care are laid long before a member of staff completes their first induction session. They begin at recruitment.

At Innovate, we understand that who we recruit is just as important as how care is delivered. Safe recruitment is not a separate process from safeguarding, it is one of the most important ways we protect the people we support.

Why recruitment is a safeguarding issue

People receiving complex care at home often experience high levels of vulnerability. They may rely on consistent, trusted support and have limited opportunities to raise concerns face-to-face. For families and commissioners, this makes confidence in the workforce essential.

The Care Act 2014 places a clear duty on organisations to protect individuals from abuse and neglect. Ensuring that staff are suitable, competent and values-led is a fundamental part of meeting that responsibility.

Safeguarding in the recruitment process

Safeguarding does not begin on a person’s first day in post. It is embedded throughout the recruitment and onboarding journey.

This includes:

  • Clear role descriptions that set expectations around safeguarding, boundaries and professional responsibility
  • Values-based interviews that explore attitudes, decision-making and respect for dignity
  • Thorough checks of identity, right to work and employment history
  • Careful consideration of references, not just their completion
  • Enhanced DBS checks and appropriate follow-up where required
  • Assessment of skills and readiness to work in complex, home-based care settings

Each step is an opportunity to ask an important question:

Is this person safe to support someone in their own home?

Professional curiosity before care begins

Safe recruitment relies on professional curiosity.

This means taking time to explore gaps in employment, asking how candidates would respond to safeguarding concerns, and understanding their approach to lone working, risk and complex needs. It also means being prepared to pause recruitment if something does not feel right.

In home-based care, staff often work independently. There is no shared ward or constant on-site supervision. That makes it essential that safeguarding awareness, values and accountability are present before care begins, not learned only after induction.

Reassurance for families and commissioners

We recognise that inviting someone into your home, or commissioning care on someone’s behalf, requires trust. Safe recruitment is one of the ways that trust is earned.

At Innovate, recruitment decisions are made with safeguarding in mind at every stage. We recognise that each member of staff represents our organisation in someone’s home, often at vulnerable moments in their lives.

By embedding safeguarding into recruitment and onboarding, we reduce risk, support continuity of care and provide reassurance that safety and dignity are priorities from the very beginning.

Safeguarding as a continuous journey

While safeguarding starts before induction, it does not end there.

Induction, training, supervision and ongoing review build on the foundations established during recruitment. When those foundations are strong, safeguarding practice is more confident, consistent and effective.

Safeguarding is not a single moment or a checklist. It is a continuous commitment that starts with who we recruit and continues throughout someone’s time with Innovate.

Safeguarding begins with people, their values, their judgement and their understanding of responsibility. By starting to safeguard before induction, Innovate Care Group ensures that care is built on the right foundations from the very beginning.
